This is some cheap and easy scenery I make. I use packing styrofoam for the base of all my ruined buildings. It's free, and always comes in shapes that are all ready to go for whatever you want to make. I always use my hands to break it up to create a rough looking building.
I use foam board for the basing, since I can cut it to shape for large pieces of terrain, and glue other items to it.
A lot of the rubble is just spare bits and pieces from old models that I have kept since I first started collecting, and just odds and ends from around the house.
