Good having this drawn together. From my own perspective as a Relictors fan/collector...I play them as loyalists....particularly given the inclusion of them on the poster released at the start of the Primaris era. I have some old firstborn which i am going to expand with the horus heresy marines and run them as tactical squads who have returned from a penance crusade to the eye of terror. They will still have questionable artifacts and weapons. Ive long thought it unfair that Logan Grimnar of the Space Wolves can take a shaos champions weapon and use it without any criticism, but the Relictors do it and get declared as traitors....despite always remaining loyal to the Emperor.

There are a number of ways to upscale older Marine kits, if you're not confident about cutting legs apart or with Greemstuff sculpting, this looks like an accessible yet effective way to acheive this
