When are SM Cluster mines deployed?

We're all agreed that moving into mined terrain will detonate the mines, the only remaining question I have is, when does a piece of terrain become mined?

 

"Mines are marked after Terrain placement, but before first Movement. "

 

 

There is quite a bit of activity taking place between those two instances:

 

Does terrain become mined the instant before first Movement, and not before?

After all deployment?

After infiltrators but before scout move?

After all scout moves?

 

Any/all of the above?

 

If a scout move will detonate the mines, then the mines are active during the pre-game setup. If this is true then it follows that the answer to the questions below is "both".

 

Can my opponent wait to see where I'm deploying my infiltrators, and based on that, designate the mined terrain, hoping to catch me on my scout move? Can my opponent place his infiltrators near a piece of terrain, use the scout move to enter that terrain, and then mine it to deal with a potential assault?

Who marks the terrain? The SM player.

As long as he marks after terrain placement and before first movement, he is good.

 

Do you feel like marking right after terrain? Fine.

 

How about after infiltrators but before scout move? Ok.

 

I want to mark after all scout moves! Cool.

 

Edit: What is the real wording then?

seems from that quote that you believe the scout bikers must touch the terrain to set cluster mines in it. this is not true. if you knew that, disregard.
