Firing ordnance weapons after moving is generally allowed in the 5th Edition rules. See page 58 for ordnance rules. It specifically states that ordnance barrage weapons can only be fired when the vehicle remained stationary. It imposes no such limitations for direct firing ordnance weapons.

 

I am really not sure about firing ordnance weapons together with other weapons. Since a Land Raider with Power of the Machine Spirit could fire a weapon even if it was stunned or shaken, I guess it could also fire a weapon if it also uses ordnance.

That has always been the thought. PotMS allows you to fire 1 weapon over and above any others you are legally able to fire. It first came up with FW's LR Helios and firing the Whirlwind Launcher. Now under 5e you can fire the Lascannon at one target and, using PotMS, lob the pie plate onto another target (anywhere in range if you don't move or at a target in LoS if you did).

Yes you can use POMS to fire it. We Black Templar players do it all the time with our vindicators.
