Yes you do. One HQ pr. 750pts rounding fractions up. You can't have more, you can't have less.

It might be a bit irritating at times, but on the plus side, WGBLs are relatively inexpensive,

and Ven.Dreads can be a HQ choice.

If you mean named characters like Logan or Ragnar, the faq has not changed the rule as to when you

can use them as far as I understand it, which means that Ragnar only can be used in a 1500p or greater army,

and that Logan sits on the sideline untill you field 2000p.

I might be wrong here, but that's how I read it. I guess that also means that you have to ask permission from

your opponent to use them, but as other chapters don't have to ask about their characters any more, this rule

is kind of pointless IMO. a player fielding Marneus Calgar that refuses you to use Ulric the Slayer isn't worth playing with.

Once you reach the point requirement for fielding the characters, you can field as many as you like, as long as

it is no more or less than one pr 750pts.

Yes the Special Characters take up HQ slots, so you have to have an open slot for them to take same as any other HQ. On top of that you have to meet the point requirements of the characters themselves, and its entirely possible to interpret the codex that you can have Ragnar OR Grimnar, but not both as they are both wolf lords.

Well I might argue that Grimnar is the Great Wolf (i.e. Chapter Master) and while technically a Wolf Lord also is above just a regular Wolf Lord so could be taken in the same game as Ragnar, although who would use up that amount of points outside of an Apoc game.....

No argue here the rules for both state that they are the armies Wolflords when taken.
