So, the Space Wolves have a peice of wargear for their RunePriests called the Chooser of the slain. It has two abilites, one allows you to deny people the ability to scout on a 4+ per squad, the other gives you an additional attack as if you were armed with an additional CCW. Note at the time of course there were no special CCWs. Ill quote the rule for ease of discourse.

 

Chooser of the Slain. This is a mechanical flying creature that is attuned to a Rune Priest's brain pattern. It can fly ahead of the Rune Priest so that he can see what it sees and it will protect him if he is attacked. Enemy infiltrators may not set up using their special rules against a Space Wolves army that includes a Rune Priest with a Chooser of the Slain unless they first roll a 4+ on 1d6 (roll seprately for each unit). In addition Rune Priests that have a Chooser of the Slain count as having an additional close combat weapon in close combat (ie +1 attack), although this modifier does not apply if the Rune Priest already has an additional hand weapon.

 

This seems a natural balance with another rune priest specific wargear called the "Runic Staff" wich acts exactly like a psychic hood but takes up a "hand" as a weapon and thus denies you the normal ability to gain an extra attack.

 

The real question is what happens when you equip a Rune Priest with the CotS and say a lightning claw will you get +1A as if you had a second lightning claw or will you be denied this as its a special close combat weapon? It seems to me that you would get the extra attack, but the wording may prove otherwise RAW.

1) CotS does not prevent 'scout'ing. It prevents units from using infiltrate. Different things, by a good margin (of 2 editions now. 'scout' wasn't around when the current SW 'dex came out).

 

2) CotS lets them act as if they had an additional CCW, not an additional special CCW of their choosing. Just a basic CCW.
