I'm sorry if this topic has been addressed before, my search fu is weak.

 

When a new chapter is created, first, the High Lords of Terra Approve, then the Mechanicus grows an appropriate number of gene seeds to implant in initiates. Just, where do initiates come from?

 

Chapters earn their own homeworld so I doubt that the original batch can come directly from the homeworld, that is unless the Cadre from the mentoring chapter can claim the homeworld. Do the marines come from Terra? Whichever hive or world is closest to where the mentoring Chapter is stationed? Both and then some?

There is not much discussion in GW fluff on the overall process for chapter foundings. For the most part, the established fluff assumes chapters already have a homeworld or recruiting world. The closest established fluff has come to defining how new chapters are established to my knowledge comes in the current Horus Heresy series with references to the Emperor's armies being established on Terra and being provided enhancements to make them marines.

 

All this being said, I would assume/imagine that once a new founding is called, recruits are pulled from various worlds around the Imperium or perhaps a specific sector. It may be that other chapter's recruits are coopted for this process as they have already passed some form of screening, though have not been provided training or implants yet. This type of process could also result in the tendancy for DIYers to define a GW chapter as a training cadre for their custom chapter.

 

Of course, this is all supposition based on your question and five minutes of head scratching.

i remember hearing that a chapter's name and iconography come from consultation with the emperor's tarot, and it is possible their home world is assigned in such a manner as well, although it's not universal nor am i sure this is at all correct. this is one area where you are generally free to do as you like so long as it's not over the top or a blatant attempt to make your chapter into "uber-marines."
i know, it's an assumption of mine. more that it's possible than i know it to be fact, but the tarot could give them a home world, or at least tell them where they are to go in search of one or where the Emperor needs them. they have to have at least a general direction when they start out, right?
I heard that an already established chapter helps out the new chapter with training and supervision and such, so the initiates are screened by the helping chapter otherwise they'd have to learn everything themselves and a suitable home is selected by the high lords in cooperation with the adeptus mechanicus databanks and from those the initiates are drawn, factors for the homeworld are things like genetic compatability and physical abilities of the populace
