Storm Caller question

I'm sorry if this has been asked before but I didn't find it using the search function for the forum.

The Storm Caller psychic ability says "strikes first" in its description. How is this used in 5th edition? I found this in the INAT FAQ:

"SW.06A.02 – Q: Does ‘Storm Caller’ really allow the

unit to ‘strike first’ in close combat?

A: No, when assaulted the unit simply counts as being in

cover. This means any charging enemies who direct any of

their attacks towards models protected by Storm Caller

counts as having assaulted through cover. Ignore this rule if

the protected models were already locked in combat from a

previous turn when charged. A unit protected by Storm Caller

that assaults an enemy through cover still strikes at their

regular Initiative [clarification]."

Is this how it is used now until a new Codex comes out or is it something different?

im sure you'll find one of the two versions you think its right

for how i see this :

1) you get 5+ cover save

(rule written as)

2) your troops count as in cover , same for vehicles if you cast the power on it (count as obscured)

(rule written as)

3) if your troops protected by storm caller get charged with enemies that has no grenade or any assault type wargear that neglects cover initiative penalty , your troops go first in CC unless its a initiative 1 weapon (like power fist)

(rule as written , but the assault wargear is user interpretation , as the unit counts as in cover thus assuming grenades should work)

4) if your troop under storm caller charges an enemy not inside cover , you go first (while power fist still goes last etc) , if they are in cover , you go by initiative value

(in newer version of the codex the lines were changed so the line "when being charged" was deleted , thus assuming GW wanted the ability to also work in assault , and the line " will strike first in close combat for the rest of the turn "adds into the core , also 4th ed FAQ strongly gives ideas on how it works in charging)
