Sicarius in a tourney

Hello all,

I've got a list that uses Sicarius for an upcoming tournament. Obviously, tourneys are fixed-list affairs. However, does the application of Sicarius's tactical squad-boosting rule count as list-building?

In other words, can I change which squad and which ability is granted between games of a tourney, or not?

This may be slightly off topic, but the Whirlwind has both missile types.

But the point does stand. You should check with the tourney organizer.

Organizer said it should fly that you can swap, since there's GW precedence there (something about WHFB).

However, one of the other players at the shop (Ming, here at B&C) pointed out that if you can do that, could you not also swap Libby powers each round? They are now 0-cost selections.

I can't find any rules on that either way, or for Sicarious. Under Librarian on pg 133 C:SM it states "A Librarian has any two of the following powers: ..."

 

Under Sicarious's Battle-forged Heroes pg 85 it just states "One Tactical squad in an army that includes Sicarius can have one of the following special rules at no extra cost."

 

Neither actually give indication of when it occurs, but for some reason, I had it in my head that Sicarious' skill was assigned during deployment and could be changed from game to game, and the Librarian's powers would be picked and set for a tournament list. I'd like to know what the real rules people think about this one, because I may have been playing it wrong in my pick-up games. Just never thought about it before....

Taking an even-handed look at this, I really do not see why this should be a problem. Since there is no RAW way to look at it (as its not even vaguely hinted at), here's a RAI/Fluff approach.

 

There is provided a list of powers and skills that Librarians/Sicarius may select or confer upon units. We can therefore reasonably infer, since they have a choice of any of them, that they know - or could know all of them. Obviously, you would not confer tank hunters upon a unit if you expected to fight hordes of Orks, nor would you infiltrate against Tyranids, and the same for the psychic powers, etc. They are therefore not only fluff-wise situational, but also in game terms for list building situational.

 

I thus view that the utility of being able to switch in and out is folded into the points cost of the character - the skills and powers are free because they are already paid for - they are all already paid for, but you may only use one (or two) at a time per game.

 

So anyway, you just tell those Tournament organizers and all your opponents that Brother Gothard said it was okay. My word is accepted everywhere, much like Visa.

Seems rather straight forward to me. Sic' gets to choose which unit to target his power on, a libby gets to choose which unit to use his psychic powers on.

Sic's doesn't get to choose to have different powers, as gothard says, "the skills and powers are free because they are (all) already paid for". The libby paid for a specific subset.
