veidin
Units need to move within 2" of the access point and then can embark freely. So long as the vehicle has not moved yet it may then move fully yes. However, the unit cannot then disembark as it is only allowed to do one or the other each turn short of being forced to disembark. The catch is all of this occurs in the movement phase only. That being said if they were falling back from a lost assault or some sorts then no they cannot embark. Only in that players movement phase may they embark. nighthawks
models that regroup after falling back do not get to move as normal in the movement phase, they are only allowed their condolidation move of 3". I do not believe that there is a restriction that would then stop them from embarking if all of the embarking criteria (BRB P66) have been met.
