Well, this is what I'd do with the available units;

HQ:

Pedro Cantor - 175 pts

TROOPS:

Tactical Squad - 240 pts

- flamer

- missile launcher

- powah fist

- drop pod with locator beacon

Tactical Squad - 230 pts

- flamer

- missile launcher

- powah fist

- rhino

ELITES:

10 Sternguard - 280 pts

- combimelta

- powah fist

FAST ATTACK:

6 Vanguard Veterans - 300 pts

- jump packs

- relic blade on sergeant

- 2x power weapon

- 2x plasma pistol

- 4x melta bombs

HEAVY SUPPORT:

Land Raider - 275 pts

- multimelta

- extra armor

This is in no way a good list, and it's unlikely you're going to win the tournament with it. However, I think it can be very entertaining.

The plan is to keep your vanguard veterans in reserve, so that you can assign heroic intervention when they arrive. The idea is to land the tacticals drop pod near the enemy vehicle or unit you want the vanguard to assault in your 2nd or 3rd turn (pray to the dice gods). If you land the drop pod next to terrain, the tacticals should be able to immediately take cover, which should drastically prolong their lifespan. Your sternguard and pedro drive around in the land raider (don't forget to stand still for a turn so pedro can use his orbital bombardment). Thanks to pedro, the sternguard are more then capable of killing stuff in assault, so take advantage of this.
