Page 29 spells it out for you: "Instead of rolling to hit, simply place the template so that its narrow end is touching the base of the model firing it and the rest of the template covers as many models as possible in the target unit without touching any friendly models." Simple as that; you cannot ever touch friendly models. If placing it forces you to do so, well then it forces you to not shoot your flamer.
