Horus deliberately sent the Space Wolves to bring the Thousand Sons to account, because he knew he could rely upon Russ being as subtle as a headbutt when it came to trying to take Mangus back to Terra - obviously the TS would resist, and the resulting war would force Magnus onto the side of Horus.
