Could a character trade that wargear for different? For example could Pedro Cantor trade out his power fist to get something to make use of his Init 5? Calgar and Khan do have a single upgrade option listed in their profiles in the army list, but they're the exception that proves the rule; unless a special character has a specfic equipment option listed in their entry they can only be taken exactly as is. Unfortunately named IC's (and upgrade characters) are restricted to the equipment they have, and any options presented in thier listing. The only exception possibly being for an upgrade character (who is part of the squad), an upgrade that may be applied to any/all the models in it. The entries for special characters entries in older codices that use armories do specifically mention that they must be taken as is. However, new-style codices don't always include that disclaimer since with the switch from an armory used by the entire list to individual unit options it's sufficient to simply not include any options in the character's entry.
