The Relentless rule, BRB pg 76 specifically mentions “movement” without specifying movement made under a model’s own power or via a transport. So per the first question, “Relentless models can shoot with rapid fire and heavy weapons counting as stationary, even if they moved in the previous Movement phase, and are also allowed to assault in the same turn they fire them.”

 

The limitations from disembarking are found on pg. 67, “If the vehicle has already moved (…), the passengers may disembark, but not move any further in the Movement phase… After disembarking, these models may shoot (counting as moving), but may not assault.

 

In the case of Relentless models, they may disembark from a transport that moved and then fire counting as stationary. Yet, they still could not assault. This is a limitation imposed by disembarking from a transport not by the limitation imposed by firing weapons.

OMG, I assume that you also agree that the Rhino can only move up to Combat Speed 6" (for regular Rhinos) and have the LOTD still be able to fire?

Of course, essentialy all relentless or slow and purposefull does is make all their weapons assult instead of what they normaly are
