I'm not sure it was, I wonder if he was just after an easier answer (rather than having to explain the design decisions in detail during a busy time). SM's have to take either 5 or 10 in most units, which would mean that if you wanted to attach a character to them you'd need to have a unit of 5 and a lot of wasted space. So a capacity of 12 makes a lot more sense. If, however, you made SW DP's a 12 capacity one of the big balancing factors (only getting a second a special if you take ten GH's, so you have to decided between that and a WG if you want standard transport) would be gone, everyone would take ten-strong GH units with a WG (probably in TDA) in DP's.
