Straight To The Point- Pg40 of the 2nd edition Space Wolves Codex is a list of wargear cards, the very last card is Torgarl's Plasma Blade. The rules are as follows

"When thrown... A homming device automatically returns the blade to its owner omce it is thrown.

Strength 7... AP 2d6+7 (vs armor)"

To Be Blunt- Pg51 of the new Codex contains the rules for Arjacs Foehammer. These are as follows

"The Foehammer is a thunder hammer that can be used as a ranged weapon...

Strength 10, AP 1"

So my question is which is better?

Better in what context? If you are looking strictly at Armor Penetration, then the Foehammer wins hands-down. You can't directly compare the Armor Penetration directly as the 2nd edition mechanic for vehicle armor was much different. Vehicles used to have armor values up in the 20's, and thus the 2d6+7 of the plasma blade was good, but not great.
