Actually RAW you can't, you replace the Sergeant and therefore all his equipment for Telion, you don't upgrade the Sergeant. And since he replaces the sergeant and has his own codex entry that does not allow any upgrades etc, then you cant take any. how he comes is how he comes, and hes pretty good for 73 points.
