how did the emperor find Russ?

Okay this is my hypothesis from what I have pieced together from various sources all the way back to the Rouge Trader Days. They include Codecies from the different Marine Chapters, the Eldar and a bundle of White Dwarves.

 

First off the Emperor had already started the Great Crusade and was attempting to re-unite humanity under his guidence. From the Eldar the Emperor was the "one true seer of the Mon Kiegh". During the Crusade the Emperor was using his foresight...precognition...psychic nonsense call it what you will to seek out his lost "sons" as well as scouts and other Imperial agents.

 

It was stated that the Primarchs while being reflections of the Emperor were only a mere shadow of the power of their creator. The Primarchs did not need Navigators to travel the warp, they had that power so it is not inconcievable that the Emperor could sense their presence, but couldn't pinpoint it due to interference from the Powers of Chaos influencing the Warp.

When the Primarchs were stolen from the Lunar base where the Emperor was working, there was a psychic battle raging so all the Emperor was able to do was to protect the primarchs from harm. The warp rift took delivered them to random locations with human settlements.....in some cases they were delivered into lost colonies, in other cases, primarily Lion 'el Johnson and Leman Russ, they got dropped into the wilderness. The Lion ended up surviving alone, but as was mentioned earlier, Russ was adopted by a wolf pack and raised as a wolf. One of the big things to remember is that the Fenrisians were and are very xenophobic and outsiders are NOT welcome unless the Wolves know and trust them. If I recall correctly, when the Emperor made his challenge to Russ, there were many Fenrisian nobles who were royally pissed and wanted a piece of the Emperor.

 

One of the theories that got slapped down was that the Primarchs acted as dampers for the Warp so that the local conditions could improve and thereby give the Emperor ready made bases of operation for the pacification of the galaxy, which was what made them so hard and inversely so easy to find. In some ways it would make sense and account for certain discrepancies which have shown up. Originally the first founding Librarians, because they had access to the original gene-seed were able to Navigate in the Warp on a limited basis. After the loss of the Primarchs and the degredation of the gene-seed samples, this ability was lost. But that was in old OLD White Dwarf issues, and some of the fluff pieces for 2nd edition 40K. I think that there needs to be a call put out for old Rouge Trader material, which was the first 40K because the fluff pieces in those were GOLD MINES!! Not to mention that it was closer to the Horus Heresy and Marine Chapters could still be issued some interesting pieces of wargear that are NOT seen or have the Blessings of the Machine Cult.
