As the game progresses, other units may use it. With a drop pod it's got to go to whoever it was dedicated for, or you can drop it empty (not sure why you'd want to do that though really). But with a rhino/razor/landraider the only stipulation is that upon deployment it can only have the unit it was dedicated for inside of it. Nothing stops it from being empty when you deploy it and having another squad hop into it first turn and go about their business. The extra drop pod (even Empty) gives you flexibility in the drop pod assult so you can have more of the actual people you wnat droped to get droped, or if you want less people droped you can drop the empty one and keep more folk in reserves. Other than that it still has a stormbolter and still can block LOS/provide cover.
