Yes because a psychic shooting attack counts as shooting, hence why in most cases a rune priest in TDA with a storm bolter is a silly idea but they needed something to fill the hand. However I will be using tempests wrath and living lightning in conjunction I feel quite a bit, until the enemy gets close then whack him with the rune weapon. I think it's worth the points; I'm probably going to be using living lightning and storm caller on my RP. Being able to give any unit within 6" of the RP a 5+CS every turn is, in my opinion, awesome. Then again, being able to shoot a S7 weapon w/ unlimited range and a bunch of shots is pretty cool, too. Don't forget that only one of your heroes can take Saga of the Beastslayer, with the exception of Special Characters. No duplication of Sagas in the army is allowed. Nope, that's true, and Ulrick's Oath of the Slayer is like Beastslayer Plus, but it wasn't clear whether he was talking about Lone Wolves in the post above, so I figured a reminder was in order.
