You don't choose when you see your opponent's army, you choose well before that. Otherwise tournaments would be quite a hassle. As it is, an Epistolary has almost always served me as well as Tig, and allowed me to take more points elsewhere. In answer to the OP, I agree with everybody here. =) Choose powers when you make your army list, especially for tournaments. For friendly games, I usually don't remember to choose powers until we're deploying (because I'm a noobcake) so I quickly announce my Libby's "stock powers" (the ones everybody knows I often use) which are Gate and Nullzone. Yeah poor Tigurius! I am a staunch Ultramarines player and loved him as one of my favourite characters but I just think the current rendition of him sucks big time. If he had 3 wounds and a points reduction I would use him but he is more expensive than even the likes of Lysander. In fact he is the 2nd most expensive character in the Space Marines list! Holy cow, put him in a high points White Scar army (or any other outflanking, or deap strike focused army). I mean for 80 more points you get an extra psychic power, master worked weapon and GIFT OF PRESCIENCE, considering the extra psychic power is worth 50 thats not bad. Great in apoc too.
