Whether they have been directly exiled or not, their presence at the Fang is not wanted, and so they have been "exiled" or "cast off".

They are assigned to guard the house, thus why would they be in or around the Fang at all?

 

I think your mistaking the common attitude with the reality of the position.

 

I don't have the book with me, nor do I have the time to sit down and re-read it as of late to get exact page numbers, but reference Lumdin's post for this.

 

You will note that I said, specifically, that whether or not the Great Wolf specifically exiled a Space Wolf or not, any Space Wolf sent to the Wolf Blades is typically one who's presence is not wanted at the Fang, so they're not there when they're sent away. You can't be at the Fang and at Terra at the same time. I think that was just a mis-reading, since I never said that Wolf Blades remained at the Fang.

 

Space Wolf does something naughty -> the other Space Wolves don't like him/want him around anymore -> the Space Wolf in question is sent to Terra.

 

They do some action or rub a Wolf Lord or big one-two the wrong way, so to avoid conflict within the ranks, or as repercussions for wrong actions, Space Wolves are sent away from the Fang to Terra to act as Wolf Blades to the House Belisarius.

 

We have one book "Wolf Blade" to go from, and that book goes into no reasons at all, apart from Ragnar, why another Space Wolf was specifically sent to Terra.

 

You have hints, implications, but nothing explicit. And judging from the reaction(s) that the Space Wolves at the Fang had towards the Wolf Blades, I don't think it's unreasonable to make the assumption - based on the evidence - that the Wolf Blades are viewed as exiles and outcasts.
