I think it's not a factor of wind, but that he's stepping forward, so his cape is flowing, but the feathers are not as affected (as they're backed by the arm). The Bit On his Right Shin Is Great! I think It adds a Nice level of Detail.. However Im not so sure about the one you've added to his chest It just looks clunky and out of place to me.. I wanted to get rid of the Imp Fists iconography. If I had a little green stuff I would probably have tried bulking out the checks adding some hair or something.
