Can Rhinos blow smoke while tankshocking?

No, they cannot. The Tank Shock takes place during the Movement Phase. Smoke is blown at the end of the Shooting Phase. (Read the Smoke Launcher entry in the BRB; if iirc, it's there.)

Actually, they can be used fater tank shocking. There's nothing in the rules that says they're mutualy exclusive. But, due to the timing of it, smokes would have no affect on the DoG, since they're at the end of the movement phase, and the move +possible DoG happen before the end of that phase is up.

The Smoke rules state "Once per game, after completing it's move"...it does not say "At the end of the Movement Phase" or what have you. So this is stickier than we realized at first.

Tank Shock begins...you move "through" an enemy unit. They either pass a morale check and get out of the way or they Fall Back. The third option is one model DoGs and takes out the tank. Note that the tank does not finish it's move until either 1. the DoG stops it in it's tracks, or 2. the tank rolls over the DoGer and comes to a stop.

In both cases, the movement ends AFTER the DoG...which means you can't pop smoke to use it VS DoG.

I agree. It's a question of timing.

When DoG takes place, the vehicle hasn't yet finished its fully declared tank shock movement (its just halting temporarily) so it can't pop smoke. However, if the tank survives DoG it can then carry on to complete its tank shock move. Upon completion, it can use it's smoke as per normal as the vehicle's move has ended.

This is pretty much explained in the diagram on p68 of the BRB.
