Does a psychic hood effect (of cancelling a psychic ability on a Ld vs Ld roll) count as a psychic ability? In essence, can it be negated by the RuneWeapon the Rune Priest carries? Thanks, H.D.L. Another indicator is, the usage of a psychic hood doesn't count against the psychic power limit per turn.
