Does that mean an infiltrating unit can outflank on the first turn of DoW? The dirty trick I have in mind is putting Shrike in a LR with some termies so that they can outflank on the first turn. In a Dawn of War Mission (p. 93), only those units that were not deployed and were not declared to be in reserve during deployment move in during the first turn. The very next page (p. 94) explains how reserves are declared. Upon your armies starting deployment, you have to declare which units are held in reserve and how they are going to enter the table. If you want your Scouts to outflank, you will have to declare at that point that they are held in reserve and will outflank. The Scouts will then be held in reserve and rolled for each turn as normal. They will not move onto the board during the first turn.
