Damn the new fluff that states Horus tricked the SW, It was the EMPs desision.

 

Even by new Fluff Horus's word was law. Besides the EMP was no where around and why did the SW have custodes with them if the emp did not sanction the death of the 1000 sons.

Brother Beef, it has always been intimated or said that Lord Russ, went to Prospero just to bring Magnus to brook for the cracking of the psycik dome on Terra, and this is true, But Horus did turn Leman against Magnus whom was loyal to his brothers and the Emperor. Horus caused the ultimate detrusction of Prosperor, and if Leman or Lord Johnson had brought Lord Magnus to Terra before the Emperor then the Thousand Sons would still be amongst the most loyal of Legions.

the Emp told Russ to bring Magnus in (they had a contingent of sisters of silence AND custodes) but then Horus fuelled Russ' rage against sorcery so he ended up assaulting Prospero instead. I believe Constantin Valdor was the one who cut off Bjorn's hand after it was corrupted by a sorcerer.
Russ was initially tasked with dragging Magnus back to Terra to stand trial on his breach of the council of Nikea and basically wrecking the basement of the Imperial palace. At the time of the order Horus had not openly rebelled and convinced an already rage filled Russ that Magnus was better off dead for his "betrayal" and Russ brought it. Horus used a Loyalist legion to deal with a loyalist legion and luckily for him the Thousand Sons threw in there lot with Horus soon afterwards.
Russ wanted Magnus dead, that much is clear even pre-Nikea. Horus probably ensured that nothing short of Magnus' death would satisfy the Wolf of Fenris, but the Collected Visions makes it clear that Magnus' survival was, at best, a secondary concern.

actually, Horus wanted Magnus killed because he couldnt count on him during the Heresy, so he altered Russ's orders. The irony is (as Tzeentch would love) that Horus's altered orders insured Magnus would join him.
