Confusion

I was reading up on Tigurius and it says he knows all the psychic powers, does this mean that he can use all of them? I know only 3 per turn but can he use all of them over the course of multiple turns or is he limited to picking three? Actually this goes for all Space Marine Librarians I think...Im very confused.

pg 57 of yer codex should help here, regular libby chooses 2 psychic powers and can use 1 power per turn, epistolary upgrade lets you use two powers per turn(you still only know two). That is partly why tigurius has a fairly large points cost, he can use any power you need.

Actualy I blame his price soley on prescience because holy cow prescience. Of course thats just personal opinion.
