yes he can, it would likely be measured from the hull of the vehicle

 

as noted any powers which are classed as a Psychic shooting attack could not e cast whilst embarked as the vehicle has no fire points. powers like stormcaller could though, and would e measured from the vhicles hull.

Eldrad is a nightmare when he's making 3 psychic powers a turn, so having my RP in a razorback will mean I can negate some of them until I take him down.

 

I was running LL and JotWW but I think I'll go with LL and Stormcaller now... if need be I can run my 5GH & RP razorback between my two Rhino's (each with 9 GH & 1 WG) and cast stormcaller, giving all 3 tanks a 5+ cover save.

in all honesty, taking two shooting attacks isn't worth it. Even with master of runes he can only cast one shooting attack per turn so you'd be wasting the upgrade if you got it. also eldar are extremely unlikely to fail their I roll as they have such a high initiative.

Maybe have a look at murderous hurricane if you do ant 2 shooting powers, it should cause a fair amount of wounds as they have low T and low armour save, and makes them move in dangerous terrain (good for causing even more wounds).

LL would work well but if you are just staying hidden in a razorback isn't realy worth it as you can't shoot... maybe having a look at tempests wrath + stormcaller, although you may then lack punch should the transport be destroyed.

Against Eldar Tempests Wrath is almost always a good idea, and Id back it up with Murderious hurricane if he was in a Razorback... or Living Lightning if hes not- because with AV 12 being the highest, and as stinkenheim said... alot of T 3 *spreads hands*.
