Most MEQ armies will know ow badass they are, and will focus fire appropriately. Personally, I don't let them live beyond 1st turn. My 15 long fangs see to that :cuss I suppose taht against armies with t-shirt saves it doesn't really matter whether you have a Vindie or a Whirlwind... It most certainly does. Armies whose main troops have a 4+ or 5+ save typically make up for that by running squads/packs/herds of 15 or more. More units = more shots so by taking a Whirlwind you a) take away their numbers advantage and have a chance to pin and B) against armor save 4/5/6 the Vindicator is massive overkill. Plus depending on points available you could field 2 Whirlwinds with no upgrades (like the Whirlwind even needs upgrades).
