did they nerf the chaplain?

1. if i am using the chaplain in terminator armour, do i get +1 attack for his power weapon and a storm bolter?

would that give him 3A and 4 on the charge?

2. does the sergeant terminator get a +1A for having a power weapon and a storm bolter?

3. does the storm bolter count as a close combat weapon? or do i need a rule like "true Grit" from the daemon hunters codex?

2. No.

3. It does not, unless you have True Grit and are a Grey Knight. The only way to get the +1 A from dual-wielding with a gun and a CCW is if it is a pistol.
