Can anyone help me out,

 

If I were to give my WG in TDA combi wpns can they rapid fire the bolter in the shooting phase and still move into CC in the assault phase because they are relentless?

 

Also are hurricane bolters fitted to a LRC rapid fire wpns? If so does the LRC have to stay static in the movement phase to shoot at the rapid rate?

Of course they're rapid fire - they're three twin-linked bolters, and bolters are rapid fire. Vehicles do not suffer movement penalties for rapid fire and heavy weapons on the move. It's under vehicle shooting.
