Certainly not bad for your fourth model! There are a few things that you might take a look at though -

The purity seals on the cape look a bit incomplete. If you gave the parchment on them an off white colouration and painted the wax seal bit another colour (usually red for Ultras), it'd look a bit better.

The crossguard of the sword could probably stand to be a different colour to separate it from the blade.

The crux termanatus belt buckle might look better if it was gold to match some of the other details.

 

Keep on painting! There's promise here.

That is actually very well done, concerning that you've only painted 4 models. There are two things, voo, that I enjoy about your captain; the colours aren't "all over the place" (which tends to be a common mistake with beginners in the hobby) and the colours are applied nice and cleanly over the model (again a very novice mistake as these beginners tend to rush the painting just to play).

 

Just as CardinalVirtue stated, there are some changes and additions which should be added. But hey, it's one of your first GW models ever painted, it's not expected to be GD potential. Just continue painting, and, who knows, one day it may be GD potential.
