If he is in Terminator armour yes. The Vortex is a (heavy 1) meaning that he has to stand still. If he teleports he counts as moving ( per the deep strike rules ).

But if he is in terminator armour he gains relentles (sp?) and as such counts as stationary when shooting.

In the movement phase he teleports, and in the shooting phase he casts the vortex.

 

It's a fun combo, as long as you don't mind the dubble scatter ( 1st when teleporting, 2nd when doooooooming :) )

It should be noted that relentless only makes you count as stationary for the purposes of fireing heavy and rapid fire weapons. Ordance and other attacks with special rules recieves no benifit (nor does pistol or assault, but they dont care about your movement anyway), thus Chapter masters in TDA still must be stationary to use orbital bombardment.
