Now, Lightning claws let you re-roll failed wounds, and shrikes talons are rending, so it can take out AV13 or lower. If you fail to get a 6 to rend, does that mean you can re-roll the dice to try again? And if so, does that also mean you can re-roll the D3 after that?

Lightning claws reroll to wound, not armor penetration rolls.

indeed, armor pen rolls are differnt from to wound rolls. Though if your clawing on something T8 or higher (which means wraithlord or C'tan outside of apoc) it can let you reroll for those "auto wound on a 6"
