When do you pick powers?

When you say you want a rune priest to have say, JOTWW and storm caller, do you declare what he has right before the game or do you write it down in the army list? If so could you then in a tournement pick before each game what powers you want?

I assumed it was the same as the SM Librarian, you have to choose your powers as you write it down on your list, and not choosing your powers before each game.

when you pick your list you pick your powers. i suggest asking the tournament organizer.
