You can use shooting psychic powers from within a Rhino exactly as if the Psyker were firing a weapon. A Maximum of 2 models may fire from the Rhinos top hatch. Heavy shooting attacks require the Rhino to be stationary. Rapid Fire and Assault weapons may be fired if the Rhino moved up to 6" Certain damage table results prevent firing and will, by association, prevent use of Shooting Psychic Powers. Heavy Psychic attacks such as Vortex of Doom also apply and cannot be use if the vehicle moved. Also remember that all shots have to come from the fire points. I have had people try to fire out of the back hatch of the Rhino before. The problem is that the rules do not make clear where the 'firing points' are. There are two hatches (cupolas')in the front and the larger hatch in the rear. It makes more sense as I have trouble picturing two marines popping out of the tiny hatch at the front. In both 5th and 4th editions the only fireing point for rhinos has been the top hatch. I do not have access to 3rd ed dex to check that one.
