hi, if i am not wrong, in C:SM we can take other chapter unique character just need to changed his name.

ex: Ultramarine using Logan Grimnar as HQ, just paint it blue and called it Spartacus.

 

is that right ???

 

if yes, can us SW do that too ???

ex: Using Mephiston as our HQ, and called him WL Harald Deathwolf

No, we can't. Neither can Space Marines of the vanilla variety. What is in the book is what you can use, not pick and choose from different codex... codeci?

 

In the case of "Spartacus", if you want Grimnar, then all the army would come from Codex Space Wolves.

 

Unless it's an Armageddon game, but still, with permission.

if you mean, can you take an army using codex space wolves and call them something different and paint them differently, then yes, yes you can. if you mean, can you take an army with codex space wolves and take characters from other codexes, then no, absolutely not in a normal game of 40k, but you can do whatever you want in apoch.
Counts-As is a rule that allows units or characters to be represented by variant models. Likewise Special Characters can be taken by other Chapters with their own characters and/or models standing in for the official model and using the Characters rules. However the Characters must all come from the same Codex. You can take Calgar in an Imperial Fists army or Shrike in a Salamanders army because all of those Chapters use Codex: Space Marines. However you cannot take a Blood Angels Character and use him to lead a Space Wolf army. That does not work in normal games of 40k.

Vash here is quite right, you can call them wing-dang-doodle-the-Vth if you so chose, but each codex is a self contained entity in and of itself. Only in Apocalypse, or with the use of Witchhunters/Daemonhunters can you mix anything else into your army list. Lysander is no different than a bunch of Ork Nobz in this respect.
