Â Hmm... I'm going to go with "because they really didn't think it through". You're right that they should have had JP and wings do the same thing, but for some unknown reason they decided to give one an advantage over the other, yet cost them the same. The only difference is JP can't go in Transports, as Wings still count as Infantry, but get all the benefits of Jump Infantry with none of the downsides.
