It doesn't say anything about PLAYER turn, like normal psychic powers. Whenever a rule uses the word 'turn', both in this rulebook and in the Codexes, it means 'player turn', otherwise it will clearly state 'game turn'. And Pg 50 Psykers can use one psychic power per player turn. Of course, Meph can cast three instead of one. So yes, he can cast his assault powers during the assault phase of both players. 'Wings' specifically says it can only be cast during Mephs own turn. So you could cast up to 3 powers of your own turn and 2 on your opponents turn.
