Flaming Hurricane tactics?

Ok so the title and description kind of says it all. I want a fast army that is loaded with flamers and is lead by a character which counts as He'stan. Im thinking about taking ALOT of landspeeders, im ok with having a mechanised army or a drop pod assault, MABY even taking a captain on a bike so i could have biker squads as troops and then of course just give everyone flamers with a few (and i mean a few) melta guns here and there for tanks. I know how intense a melta heavy He'stan army can be and i dont want that, to me its unsporting. My main concern is im not sure how well this type of army would work or even the best way to use it as i've never heard of or seen anyone do it. So any ideas on an army organisation that fits what i want and tactics that would work for the army would be appreciated.

Flames of war list....(FOW....lol....)

He'stan

Librarian, vengeance, MOH or gate

1 - Sternguard, 2 heavy flamers, 2 combiflamers, 2 combimeltas, PF, MM razor

1 - Terminator squads, 2xHFs, PW, PFs

1 - Dreadnaught, MM/HF, DCCW, pod, beacon

2+ - Tactical Squads - flamer, multimelta, PF, combiflamer, rhinos

Landraider redeemer(s) w/ MMs

1+ Assault squad, jumpy or on foot, 2x flamers, PF, combimelta

2+ landspeeders, HF/MM

Points remaining - Whirlwinds, but disciplined to castellan (no cover save) missiles to stay in character (no He'stan bonus though).

No other weapons. no plasma, no las, no MLs. No vindies. No HBs. Just melta and fire.

Here's one I like:

Vulkan

2x tactical Squad with flamer, combiflamer, missile launcher, powerfist, rhino

th/ss termies unit (5 men)

godhammer land raider with multimelta and extra armor

3x mm/hf speeders in a squadron

3x mm attack bikes in a squadron

rifleman dread

combipredator

Ofc, you can always replace the godhammer LR with a redeemer or a crusader, depending on how much anti-infantry you need.
