In answer to your question, no. Here's the summary:

 

If the Rhino doesn't move at all in a given turn, then during that turn up to two models may fire from the hatch counting as having not moved. (So in this case, a lascannon may fire.)

 

If the Rhino moves up to but not more than 6", two models inside may fire from the hatch counting has moving..this means no heavy weapons can fire (no lascannons) but rapid fire weapons and assault weapons can. (Keep in mind, they've moved, so you can only rapid fire at 12"; you can't do the single shot at 24".)

 

If the Rhino moves over 6" in a turn, the models inside cannot use the fire point.
