they are affected if they end their movement within 24" of the RP. it doesn't say that those units have to enter into play via deepstrike. it includes units that enter play via deepstrike.

 

Reads, re reads reads again. Sorry the only thing i read (makes it 4 times) is the mentioned units ending deepstrike move within 24" of rp must test. Unless one of us has a different version of the codex.

Just as 13C notes units entering by deep strike are just one of the types of units affected together with jump infantery, skimmers etc which does not have to deep strike to be affected. You have to look at "and units deepstriking" as a clause of its own. Otherwise it would be worthless as many skimmers and jetbikes cannot deep strike at all.
