Eldar armies even change base size/height in game to block tlofs..... but thats just wrong... all I would say is soon as a GW version comes out most tornaments will probably force you to field one the same size as the offical one. It's spelled out in the BRB that tanks specifically can't change heights in the middle of the game, except for being immobilized. That said, I feel that Storm Ravens need to be on the Valkyrie base, just to designate them as a semi-flyer. Shooting 4 bloodstrike missiles and an assault cannon/MM at one target and theunused weapon at a different target is pretty good reason. If I'm remembering right you go from a 33% chance of a pen hit killing you, to a 25% chance of a pen hit killing you by moving flat out. Not that much safer when you consider you also increase the chance of a glancing hit killing you from 0% to 17%. Of course the cover save can stop you being shaken or losing weapons etc, but overall I'd say you gain very little survivability by moving flat out (apart from movement of course) while losing the ability to shoot more than one weapon. An immobilized raven can still unleash a world of hurt. Destroyed ones can't. I'd only really use the flat out move if I needed the position, rather than for the save.
