the chaos FAQ cleared this up.

 

meph can SUCCESSFULLY use 3 powers a turn.

 

if he fails a test, or it's dispelled, he can try again, and keep trying, until he successfully uses 3 powers.

 

let me recommend NOT fielding meph vs. Eldar. I gave myself 3 wounds trying to fly across the field, one trying to get str 10, then got force weaponed. Major disappointment.

I disagree that you can keep trying until you succeed. Takes the entire point out of anti-psyker gear.

 

A librarian gets 1 try, if it gets dispelled, no more tries.

 

An Epsioltary gets 2 tries at powers. Dispelled powers (or failed casting) uses a try.

 

Mephiston gets 3 tries. As before, dispells or fails count as a try.

Also, as JamesI has mentioned, precedent has been set in the Chaos FAQ, and other than that i've not seen anything that has been able to sway me from thinking this yet.
The only reference to force weapon I could find in the Chaos FAQ was as follows:

 

Q. Can Typhus use his force weapon ability on multiple models in the same assault phase?

 

A. No. As the weapon 'follows all rules for a normal force weapon', Typhus can only use it once per turn. The exception is that Typhus can both use the force weapon and one of his psychic powers in the same turn.

 

By this description it sounds as if the force weapon rules only allow one victim regardless of how many powers you may use a turn.

Typhus works differently, he's only allowed one test a turn, but has powers that don't require tests.

 

The relevant question deals with Ahriman using a power more than once a turn.

I don't have codex access while at work, but if memory serves Typhus does not need to use a psychic test for casting his normal powers (winds of chaos and nurgle's rot again if memeor serves).

 

So, since he hasn't needed a test, he can use his powers and is still allowed to use his force weapon (though that requires a test).

Typhus Special Rule: Herald of Nurgle

 

"Typhus is a Psyker and has the Wind of Chaos and Nurgle's Rot psychic powers. In addition, Typhus always successfully passes his Psychic tests when using these two powers (and is so also immune from the effects of Perils of the Warp"

 

Additionally, the last line of the Manreaper's rules says "Typhus may take this test (NOTE: referring to the Force Weapon power) even if he has used one of his psychic powers in the same turn."
