Njal's Lord of Tempest only affects units that are in his direct Line of Sight. As units in transports are not within his Line of Sight, I think the answer here is fairly clear...

I do however have a query of my own, on the very same topic of Njal's Lord of Tempests.

 

The ability specifically states:

 

At the beginning of Njal's turn, roll a D3 and add the turn number to the result (for example, add one to the D3 result on Turn 1, add two on Turn 2, etc.). Refer to the table opposite for the tempest's effects that game turn. Only enemy models in Njal's line of sight can be affected by the tempest's effects.

 

The table outlining the in-game effects of the tempest have 7 results:

 

2 The Calm Before The Storm

3 Driving Gale

4 Living Hurricane

5 Howling Cyclone

6 Vengeful Tornado

7 Chain Lightning

 

Result of 2 has no effect, and results of 5, 6 and 7 are fairly clear. Result 5 affects any units within LoS of Njal at the end of his Assault phase, likewise results 6 and 7 affect any units within LoS of Njal at the end of his Shooting phase.

 

My question is for results 3 and 4.

 

Driving Gale - Enemy models within 24" are at -1 BS this turn.

Living Hurricane - Enemy infantry withi n24" move as if they were in difficult terrain.

 

Now at what point do you check Line of Sight with Njal to determine which enemy units will be affected? Do you check at the start of Njal's turn, and make a note (perhaps with a marker or a token/counter of some sorts) of which enemy units are affected?

 

Example: At the start of Njal's turn, enemy units A and B are in Line of Sight of Njal, and are within 24". The tempest ability is Driving Gale, so units A and B are now at -1 BS this turn. In the enemy player turn, even if units A and B move further than 24" from Njal and out of his Line of Sight, they remain affected and are at -1 BS. Enemy unit C was within 24", but out of Njal's direct LoS in his turn. In the enemy player turn, if unit C moves within Njal's direct LoS, their BS remains unchanged.

 

Or do you check every time an enemy unit tries to perform an action that might be affected by the Tempest?

In the enemy player turn, units A and B move further than 24" from Njal and out of his Line of Sight. Their BS is unaffected. DV8 quoted it above btw.

 

As to your question DV8, I would play it that only units within range and LOS when they attempt to perorm whichever action suffer the penalties. The power may be rolled for at the start of Njals turn but the effects do not apply until the enemies turn. Thats how i would play it anyway.
