Amsoly
An expensive upgrade, surely. However it does add some interesting psychic combos: unleashed rage and might of heroes- re-rolling hits as well as giving the powerfist/thunderhammer (or himself) extra attacks. Another obvious choice is sanguine sword and might/unleashed rage. Maybe even give smite a shot? Could be useful as an anti teq before charging. Assault 4 gives a nice punch especially ignoring all armor saves barring invulns and cover. Just rambling here but perhaps a handflamer, jump pack, epistolary. Unleashed rage/might of heroes. Throw him in a 10 man RAS with a priest and you have some serious pain bring brought. Not sold on the idea and perhaps it is best to just give him terminator armor and a storm shield instead- if you're paying so many points might as well have an invulnerable save. But 195 points ouch

Redo
I think when you are dropping 150 points for a librarian they ought to have an Invul. save. Too expensive. I would probably only consider an Epistolary with Termie armour and the Storm Shield...stilll almost 200 points. Get a raider, terminators and that is over 650 plus. mmm too much for me in one basket.
Murphestus
I believe the only time you want to spring for the upgrade is when you are not pairing them with a chaplain. You want the str 10 attacks and you want to be able to re-roll misses. That is how you are going to guarantee they get work done on the table. I am a fan of putting them in a unit with a chaplain and a beefed out honor guard with the chapter banner.
