Your painting is neat which is the perfect start.

I would look into trying to pick out some of the details with subtle highlights, making sure to keep your paints thinned and to build up the highlights gradually rather than slapping them on.

Most painters forgo being neat and attempt to jump straight into recreating what they see in WD and on websites without grasping the basics, so it is a good sign to see you nailing down proper control of your paints before you move on to weathering and highlights.

Thanks for the advice SamaNagol. What details did you have in mind for the highlights?

I am sure he is meaning edges - such as the edges of armor / helmets / fingers etc..

Can be simply achieved with just using a "lighter" version of the main colour you use. E.G Your darker blue - add some white and then carefully create a thin line around the extreme edges of the armor plates etc.. (creates the perception of depth/light so on).

From there you can step up to using washes to create the lower tones, to even blending to create the full "3d depth perception".

I do really like the neatness, and the sword is excellent.

I can see he has used washes to shade a lot of things.

Washes work very well, however I would recommend that after you have applied your wash, try and pick out the raised areas again with the base colour thinned down to give a more even finish.

You can then highlight the raised areas further should you wish with a slightly lighter shade. I would however recommend you avoid using white as it leads to unnatural chalky colours on your model.

You should try and mix in a lighter shade of the same colour into your base colour if you want to highlight. for example Ultramarine blue can be highlighted by mixing in some Space Wolf Grey which is like a sky blue colour.

Lookin good. I'd have to agree though, the model doesn't look very 'Librarianish' to me. But I'm sure if he was standing around with a bunch of blood angels in their red armor, it would be pretty obvious that this guy is a libby.

That sword is looking really awsome by the way.

I'd give the gold a wash. Either devlan mud or maybe even black, it would really help bring out the details on the laurels and the pendant thingy. Also, on guys like this with the rivets on the armor I like to paint the rivets. It looks good and gives them a little more detail very easyily. Just dab them with black and then come back and dab them with gunmetal a bit lighter so the black still shows, just an idea.

Looks kind of familiar

*Looks at my DIY chapter*

Oh.

Haha joking aside to be honest I agree that it doesn't look like a Librarian; perhaps you could add one of those goat-horned skulls onto his shoulders, and/or give him a Psychic Hood (easily done by carving up a spare shoulderpad).

Looks good, though as others have pointed out, he might not look verry "librarianish" alone. I would recomend getting him some pshycic(?) hood or something, maybe also adding come scrolls and a book. If you need bits i would recomend the Dark Angel upgrade / veteran pack. It has alot of small bits that could be used to make stuff "librarianish".
