Not chapter master rules I know there in the space marine codex but rules for each of the Fleet/Watch/Recruits/Arsenal I've looked through the marine and blood angel codex's but cant find em but im sure i have seen them. All it is really is your Chapter Master and a handful of Captains, and you get a few more Strategic Assets (with a couple strings attached). The models don't actually get any special rules or wargear aside from what you can take in the Codex.
